NEON District Tours
The NEON (New Energy of Norfolk) is Norfolk’s first art district, an enclave of public sculpture, large wall murals, interactive art, festivals, creatives, performances, and quirky buildings.

About Us
Meet the Founder
Our company was founded by Joshua Weinstein, a lover of local history and lifelong resident of Hampton Roads. Joshua loved playing tour guide so much that he decided to start his own business. He received his undergraduate degree in history from Old Dominion University in Norfolk and has been researching and conducting professional tours for the Chrysler Museum of Art, Norfolk’s historic cemeteries, and the NEON District since 2013. He has lectured on local history at the Norfolk Historical Society, the Hunter House Victorian Museum, and the Daughters of the American Revolution. Joshua has also created art education programming for the Governor’s School for the Arts, presented historical research at the Virginia Forum, and served on the board of directors for historical preservation and human rights nonprofit groups. He founded Norfolk Tour Company to provide engaging, entertaining, and educational experiences to travelers and locals alike.
